The success of NCIS: Sydney paved the way for international storylines, leading to Tony and Ziva's adventures in Europe. The synopsis indicates that the couple will be on the run, with the narrative set in Paris, where they currently reside with Tali.
Living in France provides a plausible reason for their absence from the US-based NCIS headquarters, as they may have started a security agency as a business venture. This setup also explains why the family finds themselves on the run in the upcoming series.
