A prominent union boss, former premier, senior ministers and officials have escaped a finding of corruption but still been rapped on the knuckles for shady backroom dealings.

The findings were detailed in the Independent Broad-based Anti-corruption Commission's Operation Richmond special report, tabled in Victorian parliament on Wednesday.
