New York City announced the international design competition for Fresh Kills Park in 2001, when the site was still closely associated with its previous role as the city's enormous garbage dump. Fresh Kills had operated on Staten Island since 1948, and contained roughly 150 million tons of garbage by the time it stopped receiving household waste.
