New Delhi: Shah Faesal, the first UPSC IAS topper from Jammu and Kashmir, had resigned after 10 years in January 2019 citing personal reasons. He later formed his own political party 'Jammu and Kashmir People's Movement' (JKPM) and was planning to contest elections.
However, Shah was detained at the Delhi airport on August 4, 2019, a day before Parliament pushed through constitutional changes, revoking Articles 370 and 35A that granted special status to Jammu and Kashmir and bifurcating the erstwhile state into two UTs of J&K and Ladakh.
According to Home Ministry officials, Faesal's request to withdraw his resignation has been accepted. The Ministry of Home Affairs, which is the cadre controlling authority for the Arunachal Pradesh-Goa-Mizoram and Union Territories (AGMUT) cadre, had sought the opinion of the Jammu and Kashmir administration regarding his plea to withdraw his resignation.
