Gurugram: Crackdown on shops, gyms run from DLF-3 homes: 200 sealed: As many as 200 illegal shops in 60 residential properties of DLF-3 licensed colony were sealed, while a few others were partly demolished by the enforcement team of town and country planning department (DTCP) on Friday for unauthorised constructions.

DTCP officials along with 150 policemen and two earthmovers carried out sealing and demolition drives in U-16, U-15, U-13 and U-8 lanes in DLF-3 areas.

The offenders, according to DTCP, carried out unauthorised constructions in violation of Haryana Development and Regulation of Urban Areas Act No. 8 of 1975. Major violations include construction of 4-5 extra floors and extended balconies, 100% coverage of plot areas, clubbing of two or more plots to construct commercial buildings like offices, shops and eateries.

District town planner (enforcement) Amit Madholia said around 200 shops and other commercial establishments, including gyms, clinics, general stores, in residential units on ground floor, first floor and basements were sealed. Illegal commercial activities were being run from EWS plots of 60 to 120 yards.

“Also, encroachments by these residential units on roads have been demolished. The overhangs, extended balconies and other projections in front in various residences were also demolished,” he said.

Madholia said, “Owners of these units carried out unauthorised constructions. Some of them even raised their buildings to a non-permissible height. Also, many carried out constructions without factoring in structural stability aspects”.

He also said the buildings that are raised to non-permissible heights without taking the structural stability aspect into consideration are prone to collapse.

During a survey of DLF-3 last year, several violations were found in 2,500 buildings of a total of 3,200 properties. Of these, there were serious violations in 1,000, which not only pose a serious threat to residents, but also a big challenge for DTCP.

According to Section 3 of the Act, nobody can construct or reconstruct a building in a licensed colony without taking mandatory permissions. Also, violation of any provisions of this Act or rules, Section 10 says, made thereunder or any of the conditions of a licence granted under section 3 will attract punishment with imprisonment.

The official also said raising of such huge unauthorised structures beyond permissible limits is not only causing undue pressure on provisioning of essential basic amenities and infrastructural service planned and developed for a particular population in that area by agencies, but also causing nuisance for residents.
