The Russian government has decided to not send a representative to this year's Munich Security Conference, said Wolfgang Ischinger, who chairs the event that will start Feb 18.

Kamala Harris will hold a series of in-person meetings with U.S. allies and partners at the Munich Security Conference next week seeking to deter Russian aggression in Ukraine, a trip that serves as a major diplomatic test of her vice presidency.

The Munich Security Conference will gather some 35 heads of state and government at its traditional venue in the Bavarian capital in mid-February, organisers said on Tuesday, after the 2021 meeting was held virtually due to the COVID-19 pandemic.

Germany should step up its leadership on the international stage and liberalize its arms exports policy, including to consider sending weapons to Ukraine, the future chief of the Munich Security Conference, Christoph Heusgen, said in an interview.
