SPRINGFIELD, Ill. — Democrats in the Illinois House on Thursday unveiled a proposal to ban assault weapons and high-capacity ammunition magazines and eliminate the ability for most people under 21 to obtain a gun permit in the state.

The measure would ban the sale of assault weapons immediately, prevent sales of ammunition magazines holding more than 10 rounds and raise eligibility for a state firearm owner identification card to 21.
