Charges, which also include insurrection, obstructing an official proceeding and conspiracy to defraud the United States, were recommended to the justice department (DoJ)

A criminal referral is mostly symbolic; ultimately, the Justice Department decides whether to prosecute. The panel also released a summary of its final report, finding that Trump engaged in a “multi-part conspiracy” to overturn the election.
