Quincy progression in VV Ultimatum unlocks at Level 25 when you receive the Soldat Cap. From there, you need to complete Lieutenant missions and report them for progression EXP. Finally, getting the Sanrei Glove requires 300 Soul Tokens plus specific crafting materials from the Wandenreich NPC. After more missions and meditations, you fight the Securis boss in the Arctic Plains to unlock your Schrift and permanently activate Letzt Stil.
