US universities have advised international students and exchange visitors to return to the United States before mid-September as the Department of Homeland Security (DHS) prepares to implement its new "fixed time period of admission" rule, which will replace the long-standing "duration of status (D/S)" system from September 15, 2026.
The advisories come during the 60-day implementation period following publication of the final rule. Universities said returning before the rule takes effect could help students avoid uncertainty while institutions and immigration offices adjust to the new requirements.
