US officials agreed to pay $900,000 (£700,000) to the parents of a seven‑month‑old baby who died at an unauthorised daycare in Army housing, despite years of complaints and formal orders to shut the operation down. Abigail Lobisch died on 24 February 2019 while in the care of childminder Dixie Denise Villa at the Aliamanu Military Reservation in Hawaii.

Her parents' lawsuit alleges that the Army had received repeated complaints about Villa's childcare operation and issued orders to stop it. The family also alleges that military police visited the property three days before Abigail's death without shutting the operation down.
