However, Fain expressed reservations about Pennsylvania Gov. Josh Shapiro and Arizona Sen. Mark Kelly. He raised concerns about Shapiro's stance on school vouchers and Kelly's position on the PRO Act, a legislation that extends collective-bargaining rights to independent contractors. Kelly had previously indicated his support for the PRO Act, but with reservations about certain provisions.
