Ukraine partial ceasefire plan 'has promise' ahead of peace talks, says Marco Rubio

America's top diplomat Marco Rubio has said that he sees promise in Ukraine's proposal for a partial ceasefire to end the war with Russia, ahead of talks between US and Ukrainian officials on Tuesday.

The US secretary of State, who is meeting a Ukrainian delegation at the talks in Saudi Arabia, said: "I'm not saying that alone is enough but it's the kind of concession you would need to see in order to end the conflict”.
