UAE introduces regulated work permits for private tutoring; benefiting students and teachers

The United Arab Emirates has introduced a regulated framework allowing students, teachers and employees from both the public and private sectors to obtain work permits for private tutoring, creating a legal pathway for qualified individuals to offer educational support services across the country.

The Ministry of Human Resources and Emiratisation (MoHRE), in coordination with the Ministry of Education, announced that private tutoring permits will be available to four categories of applicants: school and university students, private-sector employees, government and semi-government employees, and registered tutors, according to Gulf News.

Under the new rules, school students aged between 15 and 18 years can apply for a permit provided they hold a valid UAE residency permit and meet a set of eligibility requirements. Applicants must submit parental consent, proof of enrolment, a medical fitness certificate and a certificate of good conduct. University students are also eligible, subject to fulfilling documentary requirements.

Applications to be processed within two days

MoHRE said applications must be submitted through its digital platforms, as cited by Gulf News. Requests will be reviewed in coordination with the Ministry of Education before permits are issued.

Private-sector employees, government workers and registered teachers seeking to provide private lessons must submit educational qualifications, valid identification documents, medical fitness certificates and certificates of good conduct. Government and semi-government employees, as well as schoolteachers, are additionally required to obtain no-objection certificates from their employers.

According to the ministry, applications that meet all requirements will be processed within two days. Once approved, the tutoring permit will remain valid for a period of two years.

Initiative aims to regulate tutoring sector

The ministry said the initiative is intended to regulate private tutoring activities while ensuring that qualified individuals can legally provide academic support services. Authorities said the move will help organise the tutoring sector, expand access to educational assistance and create clear legal channels for those wishing to offer private lessons across the UAE.
