At the end of July, approval polling averages showed President Donald Trump (R) at 39% approval, a tie with June 2, 2026, for the lowest average approval rating of his second term. Fifty-eight percent of voters disapproved of his performance.
The highest average approval rating Trump has received in his second term was 54%, last seen on Jan. 22, 2025.
At the end of July, average congressional approval was 25%, and disapproval was 58%. The lowest average approval rating the 119th Congress has received was 12%, last seen on May 26, 2026. The highest average approval rating it has received was 37%, last seen on July 1, 2025.
At this point in Trump’s first term, average presidential approval was four points higher at 43%, and average congressional approval was two points lower at 23%. At this point in the Biden administration, average presidential approval was one point lower at 38%, and average congressional approval was eight points lower at 17%.
