Townsville couple charged with manslaughter over death of three-year-old daughter

A couple charged with manslaughter over the death of their toddler in North Queensland last year failed to act while she suffered from a "totally survivable medical condition", police allege.

Three-year-old Penelope Campbell was taken to the Townsville University Hospital by paramedics on July 7, 2022 where she was pronounced dead.

Her parents, 25-year-old Jack Campbell and a 24-year-old Breannon Campbell, have been accused of failing to provide the necessities of life to their child, resulting in her death.

They were each charged with manslaughter on Monday and granted bail by police.

Detective Senior Sergeant David Miles said police would make a case "of negligence on behalf of the family" and that the toddler suffered from a medical condition she was born with.

"This was a totally survivable medical condition," he said.

"Our case is that this child should not have died from this condition [and] this is a case of negligence on behalf of the family."

Police would not tell the media what medical condition the young girl had.

"The child had a very detailed treatment plan that needed to be followed in certain circumstances," Senior Sergeant Miles said.

"There was a whole range of medical professionals for the family to access.

"This happened on a number of occasions and the parents responded appropriately, on this occasion, however, they haven't done so and the child deteriorated over a period of 24 hours and that resulted in the child's death."

The man and woman will face Townsville Magistrates Court in February.
