Incumbent Jennifer Kiggans (R), Elaine Luria (D), and three other candidates are running for Virginia's 2nd Congressional District on November 3, 2026.
WTKR-TV's Brendan Ponton wrote, "Elaine Luria and Jen Kiggans are set for a rematch in Virginia's 2nd Congressional District, with experts saying control of the House could come down to the Hampton Roads seat," and CBS News' Caitlin Yilek wrote, "The military-heavy district — which includes Virginia's Eastern Shore and Virginia Beach — has flipped parties four times since 2008."
In 2022, Kiggans defeated Luria, the then-incumbent, 52% to 48%. This is the second rematch in the district since 2018. In 2020, Luria defeated Scott Taylor (R), who was the incumbent she defeated in 2018.
