The alleged gunman, identified as 29-year-old Rahmanullah Lakanwal, came to the United States in September 2021. He gained entry under the Operation Allies Welcome program, which was designed to give visas to Afghans who had worked for the US government. The Central Intelligence Agency director, John Ratcliffe, confirmed Lakanwal’s ties to the agency to media outlets on Wednesday evening.
