Texas Redistricting Battle Threatens Voting Rights Act Protections

Texas battles its largest wildfire ever in its northern Panhandle

A county redistricting plan in Texas that was deemed a violation of the Voting Rights Act is back before a conservative appeals court. The plan, which broke up a district grouping Black and Hispanic communities, was struck down by US District Judge Jeffrey Vincent Brown last year. The judge criticized the commissioners for their actions, including holding a meeting 27 miles away from the usual location and excluding the only Black member from the map-drawing process.

The 5th US Circuit Court of Appeals is considering reversing the precedent that formed the basis of Brown's ruling. The court will hear arguments on whether the Voting Rights Act requires redistricting plans to protect the political power of multiple minority groups in coalition districts.

The 2021 redistricting cycle in Galveston County saw the establishment of four majority-white districts, diminishing the voice of Black and Latino communities. The case has implications beyond Texas, affecting states covered by the 5th Circuit. The outcome could impact the way redistricting is conducted and the protection of minority voters' rights.
