KOCHI: When citizens are put in harm’s way due to aggression by community dogs, the government has to step in and protect the rights of citizens as their rights outweigh those of animals in such a situation, the Kerala high court said on Friday.
The finding regarding the rights of animals vis-à-vis those of citizens was made by a division bench comprising justices AK Jayasankaran Nambiar and Gopinath P while considering a public interest litigation registered suo motu by the court, in view of the recent attacks on humans by stray dogs in Kerala.
