When Shannon Taylor became the top prosecutor in a central Virginia county in 2012, she said she found a system that wasn’t delivering justice in the face of complicated sex trafficking cases: Women were being regularly arrested at local motels, while the men who preyed on them, got them engaged in illicit sexual activities and profited from their bodies often faced no accountability.
