Romi Bhinder Cleared of Corruption Charges, Fined for Dugout Protocol Breach

The incident in question occurred on April 10 in Guwahati during Rajasthan Royals’ clash against Royal Challengers Bengaluru (RCB), where Bhinder was seen using a mobile phone in the dugout area—an action that violates the league’s Players and Match Officials Areas (PMOA) protocol.

After a detailed probe, the ACSU determined that there was no malicious or corrupt intent behind Bhinder’s actions. It was concluded that the breach occurred inadvertently, as he used his mobile phone to address a sponsorship-related issue. Notably, the rules permit mobile phone usage in dressing rooms but strictly prohibit their use in the dugout, where only approved communication devices like walkie-talkies are allowed.

Taking into account the circumstances, including Bhinder’s prior communication with the ACSU regarding restricted mobility due to a medical condition—following a three-week hospitalization before the IPL—the BCCI imposed a nominal fine of ₹1 lakh and issued a formal warning.

Bhinder, who has been associated with Rajasthan Royals for over 15 years in various roles, was found to have acted without any intent to compromise the integrity of the game.

In response to the incident, the ACSU has reiterated its guidelines and issued a broader warning to all stakeholders, including team officials and vendors interacting with players and match personnel, to strictly adhere to PMOA protocols during matches.

The decision reinforces the league’s commitment to maintaining transparency and discipline, while also acknowledging genuine lapses when supported by valid explanations.
