The police watchdog has announced it will assess whether it will carry out an independent probe into a crash that tragically killed two teenagers and sparked a riot, with heartbreaking tributes paid to the pair.
Friends Kyrees Sullivan, 16, and Harvey Evans, 15, were killed in the Ely area on Monday (May 22) while riding on an electric bike.
Their deaths were met with outrage and turned the Cardiff district of Ely into what was called an 'absolute war zone' amid huge riots, with cars set alight and police attacked.
