Britain’s “overcautious and flabby” state will be reformed and Civil Service red tape cut, the Prime Minister will promise on Thursday.
But civil servants could be in line for wage rises as a minister insisted savings would fuelled by “paying more” for higher skilled staff and not cutting workers.
