Pay Rs 5L to next of kin of man who hanged self in jail in 2018: OHRC

BHUBANESWAR: The Odisha Human Rights Commission (OHRC) has recommended to the state government to pay a compensation of Rs 5 lakh to the next of kin of Jitendra Kumar Biswal, who had hanged himself inside the bathroom of Jharpada special jail here on May 11, 2018.

The rights panel passed this order on August 2 after hearing petitioner and human rights activist, Prabir Kumar Das.

Biswal (32) from Kendrapada district was convicted in a case and trial was under way for another case. He was lodged in the jail since July 2013. On May 11, 2018, he died by suicide because of depression.

The commission is of the view that the deceased committed suicide because of negligence in taking care of physical treatment. Therefore, the commission is inclined to recommend the compensation to be paid to the next of kin of the deceased.

In its order, the OHRC said the father and mother of the deceased Biswal will get Rs 2 lakh each, while his wife will get Rs 1 lakh from the compensation amount. Biswal's wife remarried after his death.

The payment will be made to these persons within a period of two months from the date of receipt of this order. The Kendrapada collector will furnish a compliance report of this order, the OHRC said.
