Specialist units to segregate prisoners in Northern Ireland’s jails are holding some inmates in “regimes which amounted to solitary confinement”, a report has found.
The Care and Supervision Units in the Northern Ireland Prison Service do not “meet the expected United Nations (UN) Standard Minimum Rules”, Criminal Justice Inspection Northern Ireland (CJI) inspectors found.
The report, published this morning (Tuesday) contains evidence that prisoners in CSUs “were spending too long in their cell without meaningful human contact”.
