For instance, validity expiring on the 30th should be treated differently for February since it lacks the 30th.

This ensures that consumers have a more reliable telecom plan rather than trying to memorize new expiry every month.

Why TRAI Modified the Previous Regulation

It was already demanded from TRAI for operators to provide plans for voice-only and SMS-only separately back in 2024. The reasons were based on consumer rights and the needs of the elderly, the needs of feature phone users, and those who didn't need mobile internet.

The newest amendment includes the demand for corresponding validity plans for operators, giving them more flexibility than a limited set of plans.

In addition, TRAI suggested back in April 2026 that voice and SMS STVs would have an appropriate tariff reduction from corresponding bundled plans.

The decision was made after the process of consultation, where Bharti Airtel, Reliance Jio, and Vodafone Idea had submitted their objections to the amendment proposed by TRAI. The telecom companies objected to the new framework, whereas TRAI continued with the final amendment.

The amendment does not ban data-recharge packages. However, it makes operators provide consumers with additional options for recharges by adding voice and SMS only packages.

With the arrival of new Airtel plans, Jio recharge plans and Vodafone Idea recharge plans, please don’t assume that every voice and SMS plan will become cheaper.

Please check how cheap the plan is compared to the data plan; validate the validity period and confirm that SMS benefits are being provided. TRAI does not fix the rates for each individual mobile plan; operators have freedom within the framework of regulations.

Final Telecom Consumers Protection (13th Amendment) Regulations, 2026 have been notified in September and will take effect 30 days after their publication in the Official Gazette.
