New York City Deploys Community Health Workers Speaking 13 Languages to Help Medicaid Enrollees Meet New Work Rules

New York City is sending trained community health workers into neighborhoods to help Medicaid enrollees keep their coverage before federal work requirements begin. Mayor Zohran Mamdani and the NYC Health Department launched the Health and Affordability Resource Team, or HART, on Oct. 19 with $3 million in the fiscal year 2027 budget. Together, its workers speak 13 languages.

Much of the city's response so far has relied on notices, webinars, and phone lines. HART puts people on the ground to help residents understand the new work and documentation requirements and connect with Medicaid, food and cash assistance, housing and eviction prevention help, and hospital bill relief.
