More than 300,000 empty lots under five acres were listed for sale nationwide in June 2026 alone, according to a new study from Zillow — enough, if built on, to close roughly 6.3% of America's 4.7-million-home housing shortage. The debate over how to close that gap tends to focus on zoning and permitting reform. But the real question is whether the thousands of small, individual projects that reform is meant to unlock will actually get built on budget and on time.
Dmitrii Minin has spent the past several years developing an Integrated Owner-Side Construction Management Framework — a methodology for keeping small residential projects on budget and on schedule, built from more than two decades managing megaprojects for Rosneft, one of Russia's largest oil companies. He now runs RealEstate&Investments LLC, which acquires and redevelops California residential properties into accessory dwelling unit (ADU) conversions and new-construction homes, and DM Living Systems LLC, a second platform for additional residential development projects. The framework he's built since then is his attempt to bring that discipline down to a single residential lot.
