The best way to start Mini War is to focus on building a good economy. Purchase houses and factories and keep the workers busy until they make you a large enough sum to invest in upgrading. Once you run out of land, it's time to shift your focus to the military aspect of the game. For each conquered territory, you get a money multiplier and civilians.
