The Sun reported that the operation took place near RAF Fairford, with emergency vehicles at Fairford Youth Football Club.
Local residents were moved to a nearby leisure centre while a cordon remains in place around the area.
Police said they believe the incident is contained and are working with partner agencies as they carry out established emergency plans.
