President Vladimir Putin's ruling United Russia party on Wednesday proposed holding referendums on November 4 to annex territories taken by Moscow's forces in Ukraine. The move came as the IAEA called for the immediate establishment of a security zone around Ukraine’s Zaporizhzhia nuclear plant amid continued shelling around Europe’s largest nuclear facility.
