John Healey tells minsters to prepare for budget cuts to finance new Burnham pledges

Chancellor John Healey has told cabinet ministers they must prepare for spending cuts to finance Andy Burnham’s new policy pledges.

The directive follows Mr Healey’s announcement that his first Budget, set for 28 October, will be “built on fiscal discipline”.
