The order required the White House to restore the journalists’ credentials. Kelly said the news organizations had cleared the “high bar” required for emergency relief.
Kelly also questioned the administration’s national security argument.
The judge noted that Trump initially focused on negative coverage when he announced the ban. No earlier record suggested national security was the original reason, Kelly wrote.
Reporters returned to the White House later Thursday. Regular television pool coverage resumed during Chinese President Xi Jinping’s state visit.
