A Miami judge has issued an arrest warrant for former Cuban President Raúl Castro, finding probable cause that he conspired to commit first-degree murder in the 1996 shootdown of two civilian aircraft that killed four men.
The warrant, signed Friday by 11th Judicial Circuit Chief Judge Ariana Fajardo Orshan, marks a separate state-level effort to prosecute Castro, 95, months after federal authorities indicted him over the same incident, the Miami Herald reports.
