Five things we learned from damning report into care homes during Covid pandemic

  1. A damning report by UK Covid-19 Inquiry chairwoman Baroness Heather Hallett concluded that the adult social care sector was treated as an afterthought, with a lack of proper pandemic planning allowing the virus to spread like wildfire and contributing to over 43,000 care home deaths.
  2. The inquiry dismissed former health secretary Matt Hancock ’s claim that a protective ring had been thrown around care homes as mere rhetoric, finding that vulnerable residents were left with insufficient protection while hospital patients were discharged into care settings without Covid testing.
  3. Visiting restrictions inflicted incalculable harm and severe emotional distress on residents and their families, leaving many feeling abandoned and prematurely separated from dying loved ones.
  4. Care staff faced extreme hazards due to severe personal protective equipment shortages—with some forced to use bin bags, festival ponchos, and household linens—while the inquiry also condemned the unacceptable use of non-personalised Do Not Attempt Cardiopulmonary Resuscitation (DNACPR) decisions.
  5. Baroness Hallett recommended urgent policy changes before the next pandemic, including establishing a right to in-person care home visits, mandatory staff training on DNACPR decisions, safer hospital discharge isolation protocols and a voluntary workforce register for care staff.
