Everton are set to announce James Tarkowski as their first summer signing in a Bosman move from Burnley at the beginning of next month and boss Frank Lampard is keen to keep spending.
Lampard must operate within the restrictions of Financial Fair Play, which were such a handicap for Rafa Benitez last summer. The Blues may have to sacrifice one of their big names to fund Lampard's overhaul and Tottenham have shown interest in Richarlison.

Tottenham will be patient in pursuit of Richarlison
Football365 are reporting claims by The Athletic's David Ornstein that Tottenham are prepared to wait in their hunt for Everton's Richarlison. Some reports claim Everton want as much as £65million for Richarlison and this is beyond what Spurs are prepared to offer for the Brazil forward.
Ornstein says Tottenham are willing to wait until closer to the end of the transfer window to see if Everton drop their asking price. Everton paid £35million to Watford for Richarlison four years ago with another potential £15million in add-ons and they are determined to get his full market value with him approaching his peak years.
Everton rival Crystal Palace for Tottenham's Harry Winks
Tottenham have signed Yves Bissouma from Brighton and Everton feel this could push Harry Winks closer towards a move to Goodison Park. Winks could find his starting opportunities limited because of Bissouma's arrival and Everton feel they could capitalise, claims Caughtoffside.
They claim Blues boss Frank Lampard likes Winks as he looks to strengthen his midfield following the exits of Fabian Delph and Donny van de Beek. However, Lampard will face competition from Crystal Palace and they are also credited with an interest in Winks.

Everton quoted over £50million for Sporting Lisbon target
Everton have been looking at Sporting Lisbon midfielder Matheus Nunes for over a year and now the Transfer Tavern claim he will cost 60million euros or £51.3million. That is the value of Nunes' escape clause at Sporting, which will put him beyond reach of Everton unless they cash in on Richarlison or Dominic Calvert-Lewin.
Nunes is also attracting interest from Newcastle and Wolves and it is reported that one English club have offered £38.4million or €45million for him. Everton considered a move for Nunes last summer, when he was available for considerably less, but former boss Rafa Benitez rejected the deal.
