EnergyFIT Philly upgraded 70+ low-income homes with white heat-reflecting roofs and other repairs; the case study reported household energy savings of $500-$3,500 a year

Philadelphia has thousands of aging row houses, and many of them have been reported to lose heat through frayed roofs, gaps and cracks, and out-of-date furnaces. To address this issue, a local government program, EnergyFIT Philly, took on the challenge of insulating neighborhoods block by block rather than home by home from 2015 to 2018. During that time, the American Council for an Energy-Efficient Economy (ACEEE) report found that over 70 low-income homes improved, saving each family between $500 and $3,500 a year in energy costs.

Why this program targeted entire blocks, not single houses
