President Donald Trump prompted speculation on X after he was filmed winking and smiling during Senator Ron Johnson's remarks in the Oval Office about a planned $15 billion (£11.35 billion) steel mill project in Iowa. One user questioned whether the gesture was directed towards Natalie Harp, who was also in the room.

Trump had already delivered his own speech before the Wisconsin senator began speaking about the development and the jobs it was expected to bring to American workers. Johnson praised the administration's efforts to cut government regulations, arguing that those efforts had enabled the domestic manufacturing deal.
