An officer inside an immigration detention center in Louisiana used a chokehold to “gain control” of a detainee and another stabbed a person with a pen, according to a newly published report from the Department of Homeland Security’s internal watchdog.
Staff members at Immigration and Customs Enforcement’s Winn Correctional Center, one of the largest ICE jails in the country, have violated the agency’s rules against using physical force and could not ensure that officers were reprimanded or that violent incidents were documented, risking the likelihood of “property damage, injury and death” in the future, authorities found.
