New Delhi, The Delhi government plans to issues a global tender in its ambitious plan to construct the new 'twin-towers' Secretariat building at ITO, officials said on Friday.

Conceived several years ago, the twin-tower project is moving to its preliminary stage as the government plans to bring all its departments at one location that are currently scattered across the city.
