The Treasury Department granted authorization to a Texas company, Dynamic Frontier Holdings, to complete an acquisition involving a sanctioned Russian bank. Public records show that this company is linked to Konstantin Sokolov, a businessman who has contributed to political causes supported by President Donald Trump, as reported by the International Consortium of Investigative Journalists.
The transaction centers on Teghut, which is one of the largest copper mines in Armenia. Before this deal, the state-owned VTB Bank of Russia served as the primary creditor and shareholder for the mining operation. Following the invasion of Ukraine, the U.S. government placed sanctions on VTB Bank, labeling it a “critical artery” for the Russian financial system. These sanctions typically prevent U.S. entities from conducting business with the bank.
Dynamic Frontier Holdings issued a press statement on September 3, confirming it received authorization from the U.S. Department of the Treasury on June 1 to acquire the shares and outstanding debt of the mine. The Office of Foreign Assets Control, or OFAC, has the authority to issue licenses for transactions that would otherwise be prohibited by sanctions. According to its official guidelines, the agency may grant these licenses if the action aligns with the interests of both the applicant and the U.S. government.

When asked about any potential connection between the approval and Sokolov’s political contributions, the spokesperson stated there was “no evidential basis” for such claims and that any suggestion of a link “would be incorrect and wholly misplaced.” The Treasury Department did not provide answers regarding the specific license.

Sokolov is a significant figure in recent political funding circles. Records show he donated $11 million to the pro-Trump super PAC MAGA Inc. in 2025. He also contributed an undisclosed amount to the $350 million White House ballroom project. In addition to his business activities, Sokolov was appointed this summer as the chairman of a $200 million State Department enterprise fund tasked with overseeing investments in Central Asia and the South Caucasus.
Some officials in Armenia have raised concerns regarding the transparency of these business dealings. Mesrop Manukyan, who serves in the Armenian National Assembly, noted that Sokolov’s dual roles “create[s] legitimate questions about…the separation between private commercial interest and decisions involving public or government-backed funds.” Beyond his interests in the mining sector, Sokolov maintains holdings in telecommunications and banking within Armenia.
The financial details of the Teghut sale were noted by the deputy chairman of VTB Bank, who told the Russian agency Interfax that the bank sold its interests to a group of international investors in June. The sale price was reported at 4 billion rubles, which is approximately $46.5 million.
While the acquisition was formally approved by the competition commission in Armenia on July 7, the ownership structure remained a point of public discussion. Previous reports had identified other individuals, such as former government official Sergei Virabyan, as potential buyers. When queried about Sokolov’s involvement, Virabyan declined to comment, citing the information as a “commercial secret.”
Looking ahead, the spokesperson for Sokolov emphasized that the acquisition “represents a long-term commitment to one of Armenia’s most strategically important mineral assets.” The company aims to revitalize the mine and increase production levels.
The spokesperson further stated that the transaction “will help secure Armenia’s position and sovereignty in the critical minerals space.”
