Mediator Qatar announced an agreement early Monday to release an Israeli civilian hostage and permit Palestinians to return to northern Gaza, easing tensions in the ceasefire between Israel and Hamas. Hamas will hand over the civilian hostage, Arbel Yehoud, along with two others before Friday. Israeli authorities will allow Palestinians to return to northern Gaza on Monday. The release of the hostages, including soldier Agam Berger, is scheduled for Thursday. Palestinians can start moving north on foot at 7 a.m. on Monday.
