Planning Minister Chris Steel says he fully expects stronger protections against urban sprawl will be introduced for the ACT's western edge and the zone may ultimately be protected in full by a promised growth boundary.
But Mr Steel said the government needed to show rural land-holders in the area the evidence before turning more of the land to the west of Canberra into conservation areas.
