Nearly two years after the start of the MyWay+ ticketing system, no tram or bus passenger has been fined for riding without paying.
The ACT government said the public was still being "educated" in how to pay to travel, so fare dodgers weren't being nabbed.
"Transport Canberra is prioritising education and awareness as the first stage of fare compliance activity, to ensure passengers understand their obligations," a government spokesperson said.
