The last game Kemp was referee that the Bengals played was last year’s 42-21 win over the Carolina Panthers. In that game, Joe Mixon had 26 touches for 208 total scrimmage yards and five touchdowns.
Kemp and his crew had last week off but are calling 15.1 penalties per game with a high of 21 in a Week 3 game where the Arizona Cardinals upset the Dallas Cowboys.
The Bengals are at the top of the league with only 4.4 flags thrown against them per game and the Bills are tied for 27th with 6.9 penalties.
