A royal commission will dig into Victoria's scandal-plagued construction sector, with the premier declaring nothing and no one is off limits.

Former South Australia chief justice Chris Kourakis will steer the Royal Commission into the Integrity of Major Public and Civil Infrastructure Construction Projects in Victoria.
