A Fatal Sheep Prion Disease Returns After Five Years and Pushes the National Eradication Target Back to 2033

Federal veterinarians have confirmed classical scrapie in a sheep slaughtered at an Oregon plant, the first detection of the fatal prion disease in the United States in more than five years. The USDA Animal and Plant Health Inspection Service announced the confirmation on July 31, after the National Veterinary Services Laboratories completed diagnostic and genotyping tests.

For grocery shoppers, the immediate answer is reassuring and worth stating plainly at the top. Scrapie is an animal health disease. The Oregon Department of Agriculture said there is no known risk to people, and no human illness has ever been documented from scrapie despite nearly three centuries of recorded observation in sheep flocks.

The reason the detection carries weight is different. It arrived when the country was roughly 18 months away from declaring itself free of the disease, and a single confirmed case restarts that clock.


A Missing Ear Tag Turned a Routine Test into a Nationwide Search

The animal was caught through Regulatory Slaughter Surveillance, a component of the National Scrapie Eradication Program in which USDA examines brain tissue from adult sheep and goats at slaughter facilities. The system worked exactly as designed. What happened next did not.

The sheep was not wearing an official scrapie identification tag. APHIS said the missing tag "may limit traceability," which is a polite way of saying investigators do not yet know which flock the animal came from. Because scrapie usually passes from infected ewes to lambs around birth, the flock of origin is where any additional exposed animals would be.

Investigators are working on the problem from the laboratory side instead. The national laboratory is conducting tissue matching and parentage testing on the affected sheep and two additional animals from the same accession. Oregon agriculture officials opened a parallel epidemiological investigation to determine whether any potentially exposed animals remain in the state.

The industry response focused almost entirely on identification. Cindy Wolf, a veterinarian who co-chairs the American Sheep Industry Association's Animal Health Council, said in an association statement reported by Capital Press that "the importance of official scrapie tags cannot be understated." Council co-chair Roselle Busch, also a veterinarian, said the tags are what make it possible to trace an animal back to its flock so that the spread can be stopped.

The positive animal carried a QQ genotype at codon 171, the version of the prion protein gene associated with susceptibility. Breeding for genetically resistant stock is one pillar of the eradication program, alongside identification, surveillance, and continued cooperation between federal and state officials.


Prion Diseases Share a Mechanism but Not a Human Track Record

Scrapie belongs to a family of illnesses called transmissible spongiform encephalopathies, caused by misfolded proteins known as prions rather than by bacteria or viruses. According to the CDC Emerging Infectious Diseases journal, scrapie was the first of this group ever described, reported in England in 1732, and its transmissibility was demonstrated by Cuille and Chelle in 1936. The name comes from the compulsive scratching that affected sheep develop.

The family includes bovine spongiform encephalopathy in cattle, chronic wasting disease in deer and elk, and Creutzfeldt-Jakob disease in humans. That shared biology is what makes people uneasy, and the concern is not unreasonable in the abstract. Variant Creutzfeldt-Jakob disease in humans was linked to eating beef contaminated with the BSE prion during the British outbreak of the 1980s and 1990s.

Scrapie has never followed that pattern. Public health agencies distinguish between prion diseases with a documented species jump and those without one, and the CDC states that scrapie does not appear to affect humans. Researchers continue to study the agent in the laboratory, but no foodborne transmission to people has been documented.

The disease is difficult to detect precisely because it hides. The APHIS scrapie program page notes that it can take two to five years for an animal to show signs, and animals typically live one to six months after signs begin. Current diagnostic tests require brain or lymphoid tissue, which is why slaughter surveillance, rather than live-animal screening, is the backbone of detection. Signs include incoordination, weakness, behavioral changes, tremors, and significant weight loss in an animal that is still eating well. There is no treatment and no cure.


The Cost Falls on Producers, Not Grocery Shoppers

The financial consequence lands on sheep and goat operations. APHIS estimates that scrapie costs those industries roughly $10 million to $20 million annually in production losses, lost exports, and increased production and disposal costs, according to the American Veterinary Medical Association. Since 2002, the national program has reduced the scrapie prevalence rate in targeted sheep by more than 99 percent.

The timeline setback is the sharper blow. Scrapie was first found in U.S. sheep in 1947, and after 79 years of effort, the country was positioned to meet the World Organization for Animal Health's seven-year benchmark for self-declared scrapie freedom in January 2028. The previous case was identified in January 2021. USDA has said this detection could push the earliest possible date for that status to approximately 2033.

Trade disruption is expected to be limited. APHIS anticipates minimal impact because most countries restrict live animal exports only from affected flocks or premises, and products such as wool are unaffected. That assessment could change if the investigation identifies a wider exposure.

Households that keep small ruminants have concrete steps available. Producers are urged to keep official identification current on all breeding animals, submit clinical suspects for testing, use genetically resistant breeding stock, and verify that any sheep purchased outside slaughter channels carry a flock-of-origin scrapie tag. Anyone who suspects clinical signs should contact a veterinarian or their state animal health official.

Several questions remain open. The flock of origin has not been identified; tissue-matching and parentage results have not been released; and it is not yet known whether additional exposed animals exist.
