A woman spoke about the “shocking” moment she was issued a £150 fine after feeding a pigeon a bit of tortilla wrap.

Sam Elkin, 23, from Southport, was in Manchester with her partner to celebrate her birthday on March 9 when she was handed the fine for “littering” in the city’s Piccadilly Gardens, BBC reported.
