Ecuador's President Daniel Noboa on Monday declared a country-wide state of emergency, including the prison system, after an "extremely dangerous" narco boss escaped from his maximum security cell and unrest erupted at several penitentiaries.

Macias was sentenced to 34 years of prison in 2011 for several crimes including drug trafficking and murder.

The 36-year-old president, who took over the office in November last year, said in a televised message that the court now had 20 days to respond to his letter.

The 78-year-old agricultural businessman was kidnapped over the weekend, but police rescued him on Tuesday.

The tax reform is expected to generate over $830 million, which could help revitalize the economy of Ecuador.

The detention took place after the judiciary council, alongside the houses of judges, prosecutors and police officers, were raided on Thursday morning by 900 prosecutors and police officers.
